Integrated Development Plan 2026 – 2031

This survey collects input from residents and stakeholders in Ward 56 to help guide priorities for the City of Tshwane’s Integrated Development Plan (IDP).

The IDP is the City’s five-year plan that decides where money is spent and which projects are prioritised: such as roads, electricity, water infrastructure, parks, safety, and community facilities.

Community feedback is legally required when preparing the IDP. This survey helps ensure local issues and project proposals from Ward 56 are included in the 2026–2031 planning cycle.

Section 12: City Improvement District (CID) and Internal Municipal Service District

 

A City Improvement District (CID) is a clearly defined geographic area where property owners agree to pay an additional levy to fund extra services that supplement normal municipal services.

An Internal Municipal Service District (IMSD) is the municipal governance mechanism used by the City of Tshwane to establish and regulate CIDs.


The benefits of establishing an IMSD:

It will create a municipal framework that covers areas without formal structures in the ward, filling governance and service gaps and create a consistent framework across the different neighbourhoods.

It will provide a formal municipal governance structure for these uncovered areas which would enable coordinated service delivery where no CID or formal precinct system exists, benefitting the broader community, and integrating the multiple management mechanisms such as the CIDs, precinct management, and residents associations, creating one coordinated urban management framework.
